Section 2. STATE CENTRAL COMMITTEE – HOW SELECTED

  • (a) The State shall be apportioned into 51 Republican Central Committee Districts. Such apportionment shall be reviewed by the State Central Committee at least every four years. The State Central Committee shall have authority from time to time to reapportion such Central Committee Districts so that nearly as practical each such District shall include all of one or more Central Committee Districts; the State Central Committee may elect to permit an appropriate County organization to apportion such districts within such County.
  • (b) Commencing in the second year following a decennial census and continuing until said Districts are reapportioned as provided herein, the State Central Committee Districts shall be as follows:
  • District 101 – Cedar*, Dixon and Dakota Counties
  • District 102 – Thurston, Burt and Washington Counties
  • District 103 – Cuming, Stanton and Wayne Counties
  • District 104 – Madison County
  • District 105 – Dodge County
  • District 106 – Colfax and Saunders Counties
  • District 107 – Butler and Seward Counties
  • District 108 – Gage, Johnson, and Pawnee Counties
  • District 109 – Otoe, Richardson and Nemaha Counties
  • District 110 – Cass Counties
  • District 111 through 117 – Lancaster County
  • District 201 through 204 – Sarpy County
  • District 205 through 217 – Douglas County
  • District 301 – Boone, Platte and Nance Counties
  • District 302 – Hamilton, Merrick, Polk, and York Counties
  • District 303 – Jefferson, Thayer, Fillmore and Saline Counties
  • District 304 – Adams County
  • District 305 and 306 – Hall County
  • District 307 – Antelope, Cedar*, Knox, and Pierce Counties
  • District 308 – Blaine, Custer, Garfield, Greeley, Howard, Loup, Sherman, Valley, and Wheeler Counties
  • District 309 – Boyd, Brown, Cherry, Holt, Hooker, Keya Paha, Rock, and Thomas Counties
  • District 310 – Buffalo County
  • District 311 – Dawson and Phelps Counties
  • District 312 – Clay, Franklin, Harlan, Kearney, Nuckolls, and Webster Counties
  • District 313 – Chase, Dundy, Frontier, Furnas, Gosper, Hayes, Hitchcock, Perkins, and Red Willow Counties
  • District 314 – Lincoln, Logan, and McPherson Counties
  • District 315 – Arthur, Banner, Cheyenne, Deuel, Garden, Keith, Kimball, and Morrill Counties
  • District 316 – Scottsbluff County
  • District 317 – Box Butte, Dawes, Grant, Sheridan and Sioux Counties
  • – Three (3) Votes Per District -
  • * Partial county population based on Congressional District lines.
  • (c) The State Central Committee shall consist of a man and a woman from each Central Committee District, to be elected at caucuses of the delegates from the respective Districts to be held during the State Post-Primary Convention. Members from State Central Committee Districts included entirely within one County may be elected by the County Post-Primary Convention as that Convention may direct.
  • (d) In addition, the National Committeeman, the National Committeewoman, the Chairman, Treasurer, three Congressional District Chairmen, three Congressional District Vice Chairmen, and the three members of the Executive Committee elected by the State Central Committee members of the respective Congressional Districts shall be voting members of the State Central Committee unless such officeholder already is granted voting privileges as provided for in this Constitution.
  • (e) In addition to the members selected as provided above, the following shall be members of the State Central Committee:
  • (i) In each State Central Committee District which contains more than one county, the county chairmen of all counties in each such District shall elect one of their numbers to serve as a member of the State Central Committee. Such election shall be held as soon as possible following each state Post-Primary Convention.
  • (ii) In each State Central Committee District which contains only one county, the County Chairman shall be a member of the State Central Committee.
  • (iii) In each county which contains more than one State Central Committee District, the County Chairman or County Chairman Representative of such county shall be a member of the State Central Committee and shall represent the State Central Committee District in which he or she resides.
  • There shall be an additional number of members of the State Central Committee equal to the total number of State Central Committee Districts in such county, less one. Each district in the county shall be entitled to one of such additional members, and they shall be selected as provided by the county constitution.
